WHS compliance requirements for builders in TAS
What actually applies to builders and subcontractors working in Tasmania — including a regulator change that happened within days of this guide's last review.
This page is general information only, based on publicly available sources as at the date this page was last reviewed (see the sources listed further down this page for that date). It is not legal, compliance, or insurance advice, is not exhaustive, and may not reflect the most current requirements -- regulations, licensing rules, and insurance thresholds change, and requirements can vary by project, site, and contract. Always verify current requirements directly with the relevant state or territory regulator, your insurer, or a qualified advisor before relying on anything here.
From 1 October 2026, Consumer, Building and Occupational Services (CBOS) transitioned into two new agencies -- Consumer Affairs Tasmania and Building Standards Tasmania. This guide reflects that change, but Tasmanian government information is still being migrated to the new agencies' own websites as this page was written.
Who regulates WHS in Tasmania?
Tasmania adopted the model Work Health and Safety Act 2011 as the Work Health and Safety Act 2012 (Tas), administered and enforced by WorkSafe Tasmania — this side of Tasmanian regulation is unaffected by the CBOS restructure above. A general construction induction (White) card is required before carrying out construction work unsupervised, and is recognised the same way as in every other state and territory.
Who licenses builders and trades in Tasmania now?
Building and trade licensing now sits under Building Standards Tasmania, one of the two agencies CBOS split into. As in every state, a licence held elsewhere doesn't automatically cover work in Tasmania; some trades are starting to be covered by Automatic Mutual Recognition. See our national overview of subcontractor licensing for how this compares to other states.
Is home warranty insurance required in Tasmania?
Tasmania has moved toward requiring Home Warranty Insurance for residential building work above a threshold, following legislative changes in recent years. That's separate from public liability insurance, which is commonly required as a licensing condition or by the head contractor regardless of which scheme applies. Given how recently this area has changed, confirm the current requirement directly rather than relying on older information you might find elsewhere.
What site inductions and high-risk work licences apply in Tasmania?
Beyond the White Card, most Tasmanian sites run their own site-specific induction, and specific high-risk activities — crane operation, forklift driving, scaffolding, rigging — need an individual high-risk work licence issued by WorkSafe Tasmania, each with its own validity period separate from the White Card's own rules (covered in full in our White Card expiry explainer).

Frequently asked questions
Who regulates WHS in Tasmania?
WorkSafe Tasmania, under the Work Health and Safety Act 2012 (Tas) -- Tasmania adopted the national model WHS law, so its structure matches most other states and territories.
Who licenses builders and trades in Tasmania now that CBOS has changed?
From 1 October 2026, Consumer, Building and Occupational Services (CBOS) transitioned into two separate agencies: Consumer Affairs Tasmania and Building Standards Tasmania, with building and trade licensing now sitting under Building Standards Tasmania. The former CBOS website remains live during the transition and explains which new agency covers what.
Is home warranty insurance required in Tasmania?
Tasmania has moved toward requiring Home Warranty Insurance for residential building work above a threshold, following legislative changes in recent years -- but Tasmania's position on this has genuinely shifted over time, so confirm the current requirement directly with the regulator before assuming either way.
Does a Tasmanian trade licence expire or need renewal?
Yes, generally -- licences administered through Building Standards Tasmania run on a renewal cycle, and lapse if not renewed on time. Given the recent CBOS restructure, check directly with Building Standards Tasmania for the current process.
Can someone start work in Tasmania while their licence application is being processed?
Generally, no -- licensed work requires holding the licence itself, not just having an application in progress. Check with Building Standards Tasmania before assuming work can start.
What happens if someone works without a required licence in Tasmania?
It can expose both the worker and the business engaging them to regulatory, insurance, and contractual risk -- see our explainer on what happens if a licence lapses for the detail.
